MANAGEMENT TOOLS AND PRIORITIES FOR REGULATING THE ECONOMIC DEVELOPMENT OF THE KOSTOPIL URBAN TERRITORIAL COMMUNITY

Abstract

Introduction. The economic development of territorial communities under decentralization and martial law is of particular importance, since the prerequisites for financial stability, support for entrepreneurship, efficient use of resources, and socio-economic stability are formed at the local level. Kostopil Urban Territorial Community has an established administrative, budgetary, strategic, and programmatic basis for development; however, it requires stronger instruments for regulating economic growth, particularly in terms of strengthening its own revenue base, intensifying entrepreneurial activity, attracting investment, and improving the efficiency of using property and land potential.

Purpose. The purpose of the study is to substantiate the directions for improving the regulation of the economic development of Kostopil Urban Territorial Community based on the generalization of scientific approaches to local economic development, analysis of the community’s strategic and program documents, assessment of the structure of its budget revenues and expenditures, and identification of practical management tools for increasing financial capacity and the effectiveness of local economic policy.

Materials and methods. The materials of the study include regulatory legal acts in the field of regional policy and the functioning of territorial communities, works of Ukrainian scholars on local economic development, financial capacity of communities and municipal governance, materials of international organizations concerning the recovery of Ukrainian municipalities, as well as official budgetary, strategic, programmatic and reference materials of Kostopil Urban Territorial Community. The study used the methods of theoretical generalization, grouping, analysis and synthesis, comparative analysis, SWOT analysis, and logical generalization of results.

Results. The article characterizes the prerequisites for the economic development of Kostopil Urban Territorial Community, analyzes its strategic and program documents, the dynamics of budget revenues and expenditures, as well as the structure of budget revenues and expenditures. It has been established that the financial base of the community is largely formed by tax revenues, primarily personal income tax, while the share of official transfers remains significant. The expenditure structure of the budget indicates the predominance of social orientation, which ensures the basic needs of the population but limits the possibilities for more active financing of infrastructure, investment, and entrepreneurial areas. Based on the SWOT analysis, the strengths and weaknesses, opportunities and threats to the development of the community have been identified, and directions for improving the regulation of economic development have been proposed.

Prospects. Further scientific research should focus on assessing the effectiveness of individual instruments of local economic development of Kostopil Community, in particular the administration of local taxes, the use of municipal property and land resources, support for entrepreneurship, and the attraction of grant and international funding. This will make it possible to form a more effective system for monitoring and regulating the economic development of the community.
