INTEGRATION OF EDUCATIONAL AND ENLIGHTENMENT ACTIVITIES INTO STATE YOUTH POLICY: PROBLEMS AND WAYS OF IMPROVEMENT

Abstract

Introduction. In the context of contemporary socio-political transformations in Ukraine, the formation of conscious citizenship and patriotism among youth is becoming increasingly important. The younger generation acts not only as a bearer of national identity but also as an active participant in social processes, the outcomes of which determine the stability and development of the state. At the same time, rapid changes in the political, economic, and cultural spheres pose significant challenges for public authorities in ensuring the effective implementation of youth policy aimed at fostering moral, cultural, and national values.

One of the key instruments for shaping patriotic and civic consciousness among young people is educational and upbringing activities, implemented through a system of educational programs, cultural projects, civic initiatives, and social engagement. However, in practice, their effectiveness is significantly limited by fragmented approaches, insufficient coordination between public authorities, educational institutions, and civil society organizations, as well as material and technical constraints.

The relevance of this study is determined by the need to identify mechanisms for integrating educational and upbringing activities into the system of public administration and state youth policy. Such an approach makes it possible not only to enhance the effectiveness of state programs but also to ensure the comprehensive development of young people, fostering their civic engagement, patriotic orientation, and moral and ethical values.

Purpose. The objective of the study is to conduct a comprehensive analysis of the integration of educational and upbringing activities into the system of state youth policy, to identify public administration instruments and mechanisms that ensure the formation of national consciousness, civic responsibility, and patriotic orientation among young people, as well as to evaluate the implementation of strategic policy documents, in particular the Laws of Ukraine “On Education” and “On the Fundamental Principles of Youth Policy,” and the State Target Social Program “Youth of Ukraine: Generation of Resilience – 2030,” in order to substantiate ways of improving their effectiveness under contemporary socio-political challenges.

Materials and methods. The relevance of studying the integration of educational and upbringing activities into the state youth policy of Ukraine is driven by the need to develop patriotic consciousness, moral values, and active civic engagement among the younger generation, which are key factors for the sustainable development of civil society.

The study employs a set of methods that ensure a systematic analysis of the implementation of state youth policy, including: document analysis; content analysis of educational and cultural programs; systems approach; comparative analysis; and monitoring and evaluation of results.

Results. The study established that educational and awareness-raising activities are one of the key instruments for shaping civic consciousness, patriotic values, and social engagement among youth within the framework of state youth policy. It has been proven that their effectiveness is determined by the level of cross-sectoral interaction, the coherence of the regulatory and legal framework, as well as the sufficiency of material and resource support.

The practice of implementing such activities was analyzed, leading to the conclusion that the most effective are comprehensive programs that combine educational, cultural, and social components while actively engaging young people in public life.

It was found that the main challenges include the fragmented implementation of individual activities, an insufficient level of coordination among youth policy stakeholders, and the lack of systematic monitoring of effectiveness.

The approach to evaluating effectiveness has been improved by substantiating the need to introduce clear quantitative and qualitative indicators to measure the impact of educational and awareness-raising activities on the level of patriotic consciousness, moral maturity, and social activity of youth.

Strengthening coordination mechanisms between public authorities, educational institutions, and civil society organizations has been proposed, along with the implementation of systematic monitoring of the effectiveness of youth programs.

Discussion. Prospects for further research involve an in-depth study of mechanisms for integrating educational and upbringing activities into the system of state youth policy, taking into account contemporary socio-political challenges. Special attention should be paid to the development of effective instruments of intersectoral cooperation between public authorities, educational institutions, and civil society organizations. An important direction is also the formation of a system of clear indicators for evaluating the effectiveness of youth programs and activities. Research into international experience in implementing youth policy and the possibilities of its adaptation in Ukraine is also promising. Additionally, the digitalization of educational and upbringing processes and the use of modern communication technologies to enhance the effectiveness of youth engagement should be considered.
