Article Publication in the Journal "Public Administration and National Security"

1. Article Submission and Acceptance for Publication: manuscripts should be submitted to the editorial board by email in *.doc (*.docx) format at: editor@inter-nauka.com. Upon receipt of the manuscript, the journal’s editorial office evaluates it for compliance with the journal requirements and sends it for peer review.

2. Peer Review: the manuscript undergoes scientific peer review in accordance with the Peer Review Policy. After that, the author receives feedback, which may include information on acceptance, requests for revision, or rejection of the manuscript. Please also check your spam folder.

3. Publication of the Article on the Journal Website is carried out after the completion of academic integrity screening, editorial assessment, independent peer review, acceptance for publication, and fulfillment of the established publishing requirements by the author(s). Following the acceptance of the article for publication and provided that all required publishing requirements have been fulfilled by the author(s), the article is published on the journal’s website no later than 20 working days from the date of the editorial decision accepting the article for publication.

If the manuscript successfully passes all stages of the editorial process, including academic integrity screening, editorial assessment, independent peer review, and acceptance for publication, the Article Processing Charge is:

• UAH 2,400.00 — for authors affiliated with Ukrainian higher education institutions and/or research institutions;

• USD 200 — for authors who are not affiliated with Ukrainian higher education institutions and/or research institutions.

The Editorial Board provides free publication of single-authored articles, without co-authors, prepared by third-cycle higher education applicants, PhD students, who study on a state-funded basis, regardless of the higher education institution, provided that the submitted materials comply with the established requirements, principles of academic integrity, and successfully pass the peer-review procedure. Together with the manuscript, third-cycle higher education applicants, PhD students, who study on a state-funded basis, must submit a certificate from the postgraduate studies department confirming the relevant form of study. Such a certificate must be duly issued, signed by the head of the postgraduate studies department, and certified with the seal of the relevant structural unit.

Publication Fee Policy

The journal "Public Administration and National Security" adheres to the principles of Open Science and provides full open access to all published materials.

All articles in the journal are published under the terms of the Creative Commons Attribution (CC BY) 4.0 license, which ensures full open access to scholarly materials.

The journal operates under the Gold Open Access model, according to which the full texts of all articles are freely available for reading, downloading, copying, distribution, or use, provided that the source is properly cited.

Free access to the journal’s materials is ensured through the Article Processing Charge (APC), which may be paid by the author, the author’s institution, or a third party funding the research.

1. General Principles

The journal follows the recommendations of the Fair Open Access Alliance regarding transparent fee structures, taking into account Principle 5 of Plan S.

The publication fee is used exclusively to cover costs related to editorial preparation and technical support of publication: editorial and technical processing of manuscripts, typesetting, administration of the editorial system, DOI assignment, maintenance of the journal website, and archiving of materials.

Payment of the publication fee and any additional services does not influence editorial decisions. All manuscripts undergo independent peer review, and decisions regarding publication are made exclusively on the basis of scientific quality and compliance with the journal’s thematic scope.

2. Payment Timing

Manuscript submission and peer review are free of charge.

Payment of the publication fee is made only after the article has been accepted for publication.

Payment details are sent to the author after a positive decision regarding publication of the article.

After payment, a copy of the receipt must be sent to the editorial office email address.

3. Refund Policy

Refunds are possible only in cases of significant circumstances that make publication of the article impossible after completion of the editorial process. The fee is non-refundable in cases of withdrawal of the article by the authors, retraction or correction of the article by the editorial office, force majeure circumstances, or other cases beyond the control of the editorial office.
