DIGITISATION AND IMPLEMENTATION OF IMO INTERNATIONAL MARITIME CONVENTIONS IN THE TERMS OF E-NAVIGATION

Abstract

Introduction. In present rapidly evolving information technologies, digitalization is turning into one of the central elements in the reshaping of worldwide maritime transport. An essential function in this progression is held by the notion of e-Navigation, seeking to unite contemporary navigation, data, and communication systems. A substantial portion of worldwide legal guidelines in this domain is shaped and harmonized by the International Maritime Organization, which establishes global regulations for the operation of the maritime sector.

Purpose. The objective of the research is a thorough examination of the digitalization procedures in maritime shipping and the pinpointing of characteristics for applying global maritime agreements drafted by the International Maritime Organization under the e-Navigation framework. Special notice is given to the examination of the effect of contemporary information and guidance systems on fulfilling the mandates of global regulatory legal documents concerning seaborne protection. The research also entails evaluating the success of utilizing the stipulations of the SOLAS Convention within the computerized navigation setting. The final aim is to justify the avenues for enhancing the legal and technological framework supporting the enactment of IMO benchmarks amid the progress of electronic navigation.

Materials and methods. The research sources comprise international regulatory legal acts and conventions established by the International Maritime Organization, specifically the SOLAS Convention, MARPOL Convention, and STCW Convention, official papers and suggestions on executing the e-Navigation concept, along with scholarly publications by local and international scholars active in maritime law, shipping security, and digital transformation of maritime transit.

The following scientific approaches were utilized in the process of carrying out the investigation: analysis and synthesis - to study international regulatory legal acts and conventions developed by the International Maritime Organization; comparative legal approach - to contrast the stipulations of global maritime agreements, notably the SOLAS Convention and MARPOL Convention; systemic technique - to examine the notion of e-Navigation as full navigation and data system; along with generalization and logical analysis - to form scientific conclusions on the digitalization of maritime transport.

Results. The scientific article analyzes theoretical approaches to the digitalization of maritime transport and determines its role in the development of modern shipping. The concept of e-Navigation, its main principles, stages of formation and significance for improving maritime safety are studied. The regulatory and legal activities of the International Maritime Organization in the field of regulating maritime safety and implementing digital technologies are characterized. The provisions of key international maritime conventions, in particular the SOLAS Convention, MARPOL Convention and STCW Convention, are analyzed in the context of their implementation in the digital navigation environment. The features of the integration of information and navigation systems within the e-Navigation concept are determined to ensure compliance with the requirements of international conventions.

Modern digital technologies and navigation systems are reviewed. The main problems and hindrances to accepting global shipping accords during the digital transformation of the maritime industry are identified. The pathways for strengthening the legal, technical, and organizational support for enacting IMO standards, amid the progress of e-Navigation, are established.

Discussion. In subsequent scientific investigation, it is suggested to concentrate on a detailed examination of the methods for the electronic realization of global maritime agreements drafted by the International Maritime Organization, within the scope of advancing the e-Navigation concept, as well as on the evaluation of employing contemporary information technologies, automated piloting systems, and digital frameworks to boost the effectiveness of adhering to the provisions of the SOLAS Convention and other international maritime security norms.
