GENDER ASPECT OF PUBLIC ADMINISTRATION

Abstract

Introduction. The modern development of the public administration system is inextricably linked to the implementation of the principles of equality, non-discrimination, and a human-centered approach to the formulation and implementation of public policy. One of the key directions of public administration transformation is the integration of a gender approach, which involves taking into account the needs, interests, and opportunities of different social groups in the decision-making process. The relevance of this study is determined by the need to adapt the public administration system to contemporary challenges related to ensuring substantive equality, overcoming discrimination, and creating effective mechanisms for addressing gender-related issues.

Purpose. The purpose of the article is to provide a comprehensive analysis of the gender aspect of public administration as a component of the modern system of good governance, to examine the mechanisms for integrating a gender approach into the processes of public policy formulation and implementation, and to determine the role of gender-responsive governance instruments in ensuring human rights, achieving substantive equality, and enhancing the effectiveness of public authorities and local self-government bodies.

Materials and methods. The research is based on a combination of general scientific and special legal methods.

The study establishes that gender-responsive public administration is an important component of the modern system of democratic governance and an effective instrument for ensuring equal rights and opportunities for all categories of the population. It is demonstrated that the integration of a gender approach into the activities of public authorities contributes to improving the quality of managerial decision-making, enhancing the efficiency of budget resource allocation, and ensuring targeted public support.

Results.Gender legal expertise of normative legal acts is identified as one of the most effective instruments for integrating the principles of equality into the law-making process, allowing potential risks of discrimination to be detected at the stage of policy development. It is determined that the implementation of gender-responsive budgeting contributes to greater transparency of the budget process, promotes a more rational distribution of resources, and makes it possible to take into account the needs of different social groups when financing national and local programs.

Discussion. Promising areas for further research include improving gender mainstreaming mechanisms in the public administration system, developing methodologies for assessing the gender impact of managerial decisions, expanding the practice of gender-responsive budgeting at the local level, and creating effective mechanisms for women's participation in decision-making processes. Particular attention should be paid to the study of gender dimensions of Ukraine’s post-war recovery, especially in the fields of employment, social protection, security, healthcare, and community reconstruction. Further scholarly consideration is also required for issues related to strengthening interagency coordination in the field of preventing and combating domestic violence, increasing the effectiveness of monitoring mechanisms, and developing new tools for ensuring substantive equality in the context of social transformations and European integration processes.
