METHODOLOGICAL SUPPORT FOR FORMING THE DEVELOPMENT STRATEGY OF PUBLIC SECTOR ORGANIZATIONS

Abstract

Introduction. The capacity of public sector organizations (public authorities, local self-government bodies, municipal and state institutions and enterprises) to ensure sustainable development largely depends on the quality of strategic management. The decentralization reform, Ukraine's European integration and the need to rebuild the state and communities after wartime destruction have increased the demand for well-grounded development strategies based on modern methodological tools. At the same time, the practice of strategizing in the public sector remains fragmented, and the available methodological support is insufficiently systematized.

Purpose. The purpose of the article is to disclose the content and structure of the methodological support for forming the development strategy of public sector organizations and to substantiate its structural-logical model integrating conceptual approaches, analytical tools, organizational procedures and evaluation criteria.

Materials and methods. The research materials are the regulatory framework of the state regional policy and local self-government of Ukraine and the works of domestic and foreign scholars in the field of strategic and public management. The study applies the methods of theoretical generalization, analysis and synthesis, structural-functional and comparative analysis, and graphical modelling.

Results. The essence of the development strategy of a public sector organization and its differences from corporate strategy are clarified. An algorithm for forming the strategy with a feedback loop and a structural-logical model of methodological support are proposed, covering the conceptual-methodological, instrumental-analytical, organizational-procedural and evaluative-resultative blocks. The methods of strategic analysis are systematized, and a system of criteria and indicators for evaluating the strategy oriented towards creating public value is developed.

Prospects. Further research should focus on developing sectoral strategizing methodologies for particular types of public sector organizations, digital tools for supporting strategic decisions and a methodology for assessing public value in the conditions of post-war recovery.
