ECONOMIC DIMENSION OF MONITORING AND EVALUATION OF PUBLIC POLICY ON REINTEGRATION OF DISCHARGED DEFENDERS OF UKRAINE: MECHANISMS AND PERFORMANCE INDICATORS

Introduction. The relevance of the study is determined by the need to ensure the effectiveness of public policy on the economic reintegration of discharged defenders of Ukraine amid full-scale armed aggression and in the context of post-war recovery.
Purpose. The purpose of the article is to develop a theoretical and applied model for monitoring and evaluating the economic dimension of public reintegration policy, identify key implementation mechanisms, and propose a KPI system with calculation formulas and target values.
Matherials and methods. Systems analysis, structural-functional analysis, comparative method (international benchmarking), modelling methods (SWOT, conceptual diagram), analysis of Ukraine’s regulatory framework, synthesis of international experience (USA, UK, Canada, Australia, Israel, EU).
Results. Scientific approaches to assessing veterans’ transition to civilian life are systematized; six types of public governance mechanisms are classified; a KPI system of 10 indicators in three blocks is developed; a four-level digital maturity model is proposed; a SWOT analysis is conducted; a conceptual scheme is constructed.
