FORMATION AND IMPLEMENTATION OF INNOVATION POLICY AT THE LEVEL OF LOCAL SELF-GOVERNMENT BODIES: COORDINATION AND INTERACTION

Abstract

Introduction. In the context of modern global challenges and the need for post-war recovery of Ukraine, innovative development is becoming an uncontested factor in ensuring national competitiveness. However, the success of national strategies, such as "WINWIN" or "Digital State", directly depends on the effectiveness of their implementation at the local level. It is local self-government bodies (LSGs) that are turning into key subjects in the formation of the innovation landscape today, as they have tools for direct influence on local economic processes. At the same time, the process of forming and implementing innovation policy at the level of territorial communities faces a number of problems: from the lack of effective regulatory mechanisms to low institutional capacity to coordinate the efforts of different stakeholders.

Purpose. Is a theoretical and practical justification for improving the processes of formation and implementation of innovation policy at the level of local self-government through effective interaction and coordination of innovation activities.

Materials and methods.  The materials of the study are: 1) scientific works of domestic authors devoted to the problems of coordination and establishment of sustainable interaction between stakeholders of innovation activity at the municipal level in the context of decentralization and venous and post-war recovery; 2) the results of analytical research on the implementation of innovation activities in two regions (Kyiv and Lviv).

In the process of conducting the study, the following scientific methods were used: theoretical generalization and grouping (to systematize scientific approaches to the formation and implementation of innovation policy at the level of local self-government bodies); analysis and synthesis (to compare the characteristics of innovation activity of the two regions); tabular and schematic (to visualize the main areas of activity of local authorities in the field of regulation of innovation processes and the role of (functions) local authorities in the innovation sphere).

Results. The scientific article substantiates the theoretical and applied foundations of the formation and implementation of innovation policy at the level of local self-government bodies with an emphasis on ensuring effective coordination and interaction between the main stakeholders. It is determined that the formation of innovation policy at the local level is a key element of decentralization and sustainable development of territorial communities.

In the course of the study, it has been established that local self-government bodies play an important role in the regulation of innovation processes. The main directions of activity of local authorities in the field of innovative development are defined. It has been established that the insufficient level of interaction between local self-government bodies and state structures leads to a decrease in the effectiveness of the implementation of innovation policy, in particular in the processes of digitalization and decentralization Particular attention is paid to the definition of the roles and functions of local self-government bodies in the innovation sphere, as well as to the comparative analysis of innovation activities of regions, which made it possible to form practical recommendations for improving the processes of formation and implementation innovation policy at the local level.

Thus, the results of the study confirm that the strategic direction of improving the effectiveness of innovation policy is the development of coordination and interaction mechanisms that ensure the coordination of actions of all participants in the innovation process and contribute to the formation of an integral innovation environment at the level of local self-government bodies.

Prospects. Further research should be aimed at analyzing the functionality that local authorities should perform in order to intensify innovation activities.
