PUBLIC MANAGEMENT TOOLS FOR LOCAL ECONOMIC DEVELOPMENT

Abstract

Introduction. Modern transformation processes in the public administration system of Ukraine, caused by the decentralization reform, military challenges and the need for post-war reconstruction, actualize the issue of increasing the effectiveness of instruments of influence of local self-government bodies on the development of territories. The problem is exacerbated by the uneven socio-economic development of territories, different institutional capacities of communities, limited financial resources and insufficient level of integration of modern management instruments into the practice of local self-government bodies. This necessitates the development of a comprehensive approach to the formation, selection and application of management instruments capable of ensuring sustainable economic growth of communities and increasing their competitiveness.

Purpose. The purpose of the article is to study the tools of public management of local economic development, compare their features, and analyze the possibilities of their application in modern conditions.

Materials and methods. The materials of the study are: 1) legal norms of national legislation on public management instruments of local economic development; 2) works of domestic and foreign authors conducting their scientific and practical research in the field of public management of local economic development.

In the process of the study, a complex of general scientific and special methods was used, such as analysis and synthesis - to generalize theoretical approaches to the classification of public management instruments; a systemic approach - to substantiate their relationship within the framework of local economic development; structural and functional analysis - to determine the role of regulatory, institutional, financial and digital mechanisms in the formation of the management capacity of territorial communities.

Results. The article considers the main instruments of public management of local economic development. It is determined that local economic development in modern conditions is considered as a systemic process of forming the competitiveness of a territorial community through the effective use of existing resource potential, attracting investments, stimulating entrepreneurship and developing human capital. It is noted that the instruments of public management of local economic development should be interpreted as a set of legal, organizational, financial, economic and information and communication means of influence of local self-government bodies on economic entities and socio-economic processes within the territory of the community.

The main regulatory legal acts are presented as instruments that determine local economic development and the features of its public management. The main types of financial instruments of local economic development are analyzed. Institutional instruments that ensure the organizational implementation of local economic development policies and contribute to the formation of an effective business climate, reducing administrative barriers and activating entrepreneurial initiative in territorial communities are considered. Digital tools of public management of local economic development are presented separately. It is concluded that the effectiveness of public management of local economic development is determined not only by the availability of appropriate tools, but also by the level of management capacity of local self-government bodies to ensure their systematic implementation.

Discussion. In further scientific research, it is proposed to focus attention on the peculiarities of the functioning of various models of public administration for the implementation of the policy of economic development of territories in countries around the world.
