PROBLEM ASPECTS OF THE APPLICATION OF ADMINISTRATIVE PROCEDURE IN THE ACTIVITIES OF STATE AUTHORITY BODIES THAT IMPLEMENT STATE POLICY IN THE SPHERE OF LAND RELATIONS AT THE REGIONAL LEVEL

Introduction. The vector of European integration chosen by Ukraine has led to a radical restructuring of public administration in the state, which requires the undisputed implementation of a human-centric concept of good governance. The key instrument of this fundamental transformation has been the normative consolidation of the general administrative procedure, designed to unify management activities, minimize corruption risks and establish clear procedural standards for interaction between between the state, business and citizens. This process is inextricably linked with the modernization of the institution of public service, which is the main executive driver of the reform.
Such a modernization process has a special specificity and complexity in the field of public administration in the land sector at the regional level, where the activities of subjects of power are traditionally characterized by high conflict and multi-faceted nature. The leading role in the practical implementation of these reform principles belongs to the territorial bodies of the State Geocadastre, which act as specialized state authorities in the regions and whose public servants are required to completely restructure internal management regulations, reformat registration and control and supervisory functions, as well as overcome the systemic mental resistance of conservative law enforcement practice.
Purpose. The purpose of the study is to identify and systematically analyze regulatory, technical, and personnel destructive factors that arise in the process of applying administrative procedure norms by territorial bodies of the State Geocadastre, in order to substantiate recommendations for eliminating possible regulatory conflicts, expanding the functional capabilities of the State Land Cadastre, as well as the professional transformation of public servants in the context of a radical restructuring of public administration.
Materials and methods. The materials of the study are: 1) regulatory and legal support regarding the regulation of the general administrative procedure and public administration in the land sector; 2) scientific works of specialists in the field of public administration and public service, administrative law regarding the experience of implementing the administrative procedure in the activities of state authorities.
In the process of conducting the study, the following scientific methods were used: theoretical generalization and comparative analysis (for a critical understanding of the process of radical restructuring of public administration, as well as for identifying and identifying possible contradictions between the substantive norms of land law and the procedural standards of the Law of Ukraine "On Administrative Procedure"); systemic approach and structural and functional analysis (for a comprehensive study of the technical and functional capabilities of the State Land Cadastre, as well as for assessing the current level of professional competence of public servants of territorial bodies of the State Geocadastre); logical generalization (it is the basis for the development of practical recommendations on eliminating legislative conflicts, expanding the functional capabilities of the State Land Cadastre, as well as professional transformation and advanced training of public servants in the context of a radical restructuring of public administration in connection with the introduction of an administrative procedure as a mandatory regulatory component of the exercise of powers by state authorities implementing state policy in the field of land relations at the regional level).
Results. The scientific article proves that public administration in the field of land relations has transformed from an instrument of strict state regulation and control to a transparent service, where the priority is to ensure the rights of legal entities and individuals, minimize the discretionary powers of public servants, and eradicate systemic corruption risks.
At the same time, the study revealed a management crisis caused by the gap between the progressive strategy of public administration reform to implement the administrative procedure and the ability of the tactical level of state authorities to implement it. The effectiveness of the updated public administration mechanisms is currently blocked by regulatory conflicts, as well as the critical technological unreadiness of the infrastructure of the State Land Cadastre, the software of which lacks algorithmic functionality for new procedures. This instrumental deficit is exacerbated by the lack of institutional readiness of the human resources potential of the territorial bodies of the State Geocadastre, in which the trend also persists that more than half of middle and lower-level civil servants (categories "B" and "C") demonstrate low awareness and mental resistance to new management principles and procedures.
Discussion. In further scientific research, it is proposed to focus on a comprehensive analysis of the best European practices of law enforcement of the general administrative procedure in the field of land relations, as well as on the development of scientifically sound criteria for assessing the institutional readiness of territorial bodies of the State Geocadastre for service transformation. Special attention in future research requires theoretical modeling of the architecture of e-government in the State Geocadastre system and research into the mechanisms of psychological and managerial support for personnel resettlement in order to finally overcome bureaucratic resistance in the field.
