INSTITUTIONAL RESILIENCE OF PUBLIC AUTHORITIES AS THE BASIS FOR ENSURING RESILIENCE AND NATIONAL SECURITY UNDER MARTIAL LAW IN UKRAINE

Abstract

Introduction. The aggravation of the contradiction between the need for a rapid response to security challenges and the requirement to preserve legality, accountability and manageability, which requires avoiding “disruptions in management processes” and maintaining the continuity of vital services, actualizes the problem of scientific research into the possibilities of building national resilience of Ukraine under martial law. The purpose of the article is to substantiate the institutional resilience of state authorities as the basis of resilience and national security under martial law in Ukraine. Materials and methods. The basis of the research is a set of general scientific and special methods of scientific knowledge, the use of which allowed us to determine the essence, content and features of public administration in the field of ensuring national resilience in the context of modern security threats. The method of systematization made it possible to group scientific approaches to determining the institutional resilience of state authorities and determine its place in the system of national security and public administration. The method of conceptual analysis was used to clarify the essence of national resilience as an object of public administration. The use of an interdisciplinary approach made it possible to comprehensively consider the regulatory and legal support and strategic planning of national resilience. For a comprehensive analysis, a system-functional method was combined, which allowed assessing the quality of interaction between public authorities, and a structural-instrumental approach, which was used to study the architecture of public administration under martial law and the existing tools for ensuring national resilience. The empirical and factual basis of the study was made up of regulatory and legal acts, statistical data, materials from domestic and foreign public administration practice, and periodicals. Results. The article substantiates the institutional resilience of state authorities as the managerial basis of national resilience and national security of Ukraine under martial law. It is shown that the legal framework of national security, martial law and civil service principles set the institutional conditions for the functioning of public authorities, but practical effectiveness depends on the ability of state bodies to maintain the ability to make decisions, coordinate interaction, manage resources and recover from shocks and disruptions. The theoretical and methodological basis is formed by international approaches to resilience as the ability to withstand, absorb, adapt, transform and recover through risk management, as well as NATO security guidelines on civil preparedness and basic requirements, which focus on the continuity of governance, the provision of essential services and civilian support to defense. It is proven that the logic of “7 BLR” emphasizes cascading interdependencies of sectors and requires a network vision of resilience as a system of interconnected capabilities, rather than the sum of individual measures. On this basis, the operationalization of institutional resilience is proposed through a model of seven interconnected capabilities of state authorities: legal, organizational and process, personnel, information and cyber, resource and financial, coordination and communication, suitable for audit capabilities and management benchmarking. The regulatory and organizational framework for ensuring the national resilience system is summarized, which fixes the principles of complexity, interaction, adaptability, reserves, continuity and subsidiarity. The practical implementation of the model is supported by an algorithm for forming a resilience profile of a government agency: from identifying critical functions and dependencies to establishing minimum acceptable levels of service continuity, continuity and recovery plans, readiness indicators and a training cycle. It is concluded that institutional resilience is a key condition for reducing cascading risks in a crisis, maintaining trust and coordination, as well as integrating civilian resources into the contour of defense efforts. Prospects. In further scientific research, it is proposed to focus on studying the concept of social sustainability, which will contribute to the improvement of the structural and functional analysis of national sustainability.
