INTEGRATION OF SUSTAINABLE DEVELOPMENT PRINCIPLES INTO TERRITORIAL REVITALIZATION PROCESSES UNDER CRISIS MANAGEMENT CONDITIONS

Abstract

Introduction. In the context of global transformations, including military conflicts, economic instability, environmental challenges and urban imbalances, many territories experience socio-economic degradation. For Ukraine, this issue has become particularly relevant due to the full-scale military aggression of the Russian Federation, which has caused large-scale destruction of infrastructure, decline in economic activity and deterioration of living standards. Under such conditions, territorial revitalization becomes an important tool for restoring the functional potential of territories. However, its effectiveness largely depends on the integration of sustainable development principles. The combination of economic, social and environmental dimensions allows the formation of more resilient models of territorial transformation management, especially under crisis management conditions.

Purpose. The purpose of the article is to substantiate theoretically the integration of sustainable development principles into territorial revitalization processes under crisis management conditions and to determine the specific features of forming relevant public administration mechanisms.

Materials and methods. The methodological basis of the study includes system analysis to reveal the multidimensional structure of territorial revitalization, content analysis of contemporary scientific publications in the fields of public administration, sustainable development and regional policy, as well as comparative analysis of theoretical approaches to managing territorial transformations in international and ukrainian research practice. Elements of generalization and logical modeling were applied to integrate different conceptual approaches to forming governance mechanisms for territorial revitalization.

Results. It has been proven that territorial revitalization should be considered not only as a process of physical infrastructure restoration but also as a comprehensive public policy aimed at restoring the socio-economic potential of territories and increasing their competitiveness. It has been substantiated that the integration of sustainable development principles into revitalization processes ensures a balance between economic efficiency, social inclusion and environmental safety. The institutional, economic, social and environmental dimensions of integrating sustainable development into revitalization processes have been identified. It has been determined that under crisis management conditions particular importance is given to adaptive and integrated models of public governance that ensure coordination between state authorities, local governments, business entities and civil society.

Discussion. Future research directions include the development of indicators for assessing the effectiveness of integrating sustainable development principles into territorial revitalization processes, analysis of the role of local self-government in implementing revitalization programs and the study of practical models of crisis management in territorial development during the post-war recovery period.
