INTERNATIONAL STANDARDS OF REHABILITATION SERVICES IN THE SYSTEM OF THE RIGHT TO HEALTH: ORGANIZATIONAL AND LEGAL DIMENSION

Abstract

Introduction. Rehabilitation in modern healthcare systems is increasingly recognized as one of the key mechanisms for ensuring the right to health, maintaining functional independence, improving quality of life, and supporting full participation of individuals in social and professional life. Contemporary approaches to rehabilitation have undergone significant transformation due to demographic changes, population ageing, increased prevalence of chronic diseases, traumatic injuries, and growing demand for long-term recovery services. International healthcare policy has shifted from a disease-oriented approach toward a human functioning model based on comprehensive assessment of physical, psychological, and social dimensions of health. In this context, rehabilitation is no longer considered a supplementary stage of treatment but an integrated component of healthcare systems. International standards of rehabilitation services have become an important instrument for ensuring accessibility, continuity, quality, and effectiveness of rehabilitation care. Their implementation acquires particular importance for countries undergoing healthcare reforms and harmonization of national legislation with international and European standards.

Purpose. To investigate international standards of rehabilitation services, determine their organizational and legal characteristics, identify the main principles of rehabilitation policy development, and substantiate directions for implementation into the healthcare system of Ukraine.

Materials and methods. The study is based on international legal instruments, policy documents of international organizations, contemporary foreign scientific publications in the field of rehabilitation and healthcare management, and provisions of Ukrainian legislation regulating rehabilitation services. The methodological framework includes comparative legal analysis, legal interpretation, system-structural analysis, and methods of scientific generalization.

Results. The study established that contemporary international rehabilitation standards are based on a set of interconnected principles including accessibility, continuity of rehabilitation pathways, multidisciplinary cooperation, patient-centeredness, integration into healthcare systems, and assessment of functional outcomes. It was demonstrated that implementation of international standards requires a comprehensive organizational and legal framework that combines regulatory support, institutional development, financing mechanisms, professional workforce policies, and quality monitoring systems. Particular attention is paid to the transition from evaluating clinical outcomes alone to measuring functioning, participation, independence, and social inclusion of service users.

Discussion. Further research should focus on developing legal mechanisms for implementation of international rehabilitation standards into Ukrainian legislation, improving organizational models of rehabilitation services, strengthening intersectoral cooperation, and creating evidence-based indicators for evaluating rehabilitation effectiveness and quality.
