FEATURES OF FORMATION OF PRINCIPLES OF SUSTAINABLE DEVELOPMENT OF RECREATIONAL ENTREPRENEURSHIP IN THE CONDITIONS OF TRANSFORMATION OF THE NATURE USE SYSTEM

Abstract

Introduction. Recreational potential offers significant diversity and opens up wide opportunities for the development of domestic entrepreneurship in this area. However, the lack of a systematic state approach to stimulating the economic development of recreational areas, the formation of environmentally oriented investment programs, the influence of institutional restrictions and other negative factors significantly reduce the interest of private companies in this area of business. Although the recreational potential of Ukraine is distinguished by territorial differentiation and opportunities for multi-directional business development in the field of ecological and health and ethnographic and cultural tourism and recreation. Currently, problematic and unresolved issues remain infrastructure development, low investment attractiveness of certain territories, institutional support and the lack of financial and economic incentives for small and medium-sized businesses.

Purpose. The purpose of the study is to identify key problems and priority areas of the functioning of recreational entrepreneurship in the context of implementing a policy of sustainable development of the recreational potential of our country. Since the growing interest in recreational entrepreneurship forms the investment attractiveness of recreational areas and actualizes issues related to the institutional support of economic activity in such territories, based on the objective need to protect and preserve natural resources.

Materials and methods. The study is based on scientific works of domestic scientists in the field of economics and environmental management. Also, the study used officially published statistical materials of state bodies and analytical information summaries of monitoring companies. During the study, a set of scientific and special methods was used, in particular: analysis and synthesis to determine the main principles and key problems of ensuring the development and functioning of recreational entrepreneurship; theoretical generalization and grouping to assess the dynamics of the financial capacity of communities to ensure the development of recreational areas; logical generalization to form conclusions, proposals and determine directions for further research.

Results. During the research, it was emphasized that modern approaches to the development of recreational entrepreneurship are formed under the influence of modern political and economic conditions and transformation processes that occur in the minds of the population and the needs of the state. It was determined that the recreational potential offers significant diversity and opens up wide opportunities for the development of domestic entrepreneurship. It was proven that the lack of a systematic approach to stimulating the economic development of recreational areas reduces the interest of companies in this area of business. It was emphasized the need to reorient the economy of individual regions from industrial to environmentally oriented, based on its natural resource potential. It was determined that the obstacles to the development of recreational areas are poorly developed infrastructure, imperfect legislation, as well as a low level of interaction between local and central authorities.

Discussion. In further research, it is worth paying attention to the social significance of recreational entrepreneurship and its development as an integral system of partnership relations between local communities, local and state authorities, environmental, international and domestic public organizations. Just as the growing interest in recreational business to some extent contributes to the formation of new economic approaches to its development in individual regions, the listed shortcomings and unresolved issues of institutional support reduce the effectiveness of sustainable development policies in the recreational sector.
