LAND-USE PLANNING OF LAND FOR RECREATIONAL PURPOSES WITHIN AN URBAN TERRITORIAL COMMUNITY BASED ON CADASTRAL DATA AND URBAN PLANNING DOCUMENTATION

Abstract

Introduction. The use of land designated for recreational purposes within urban territorial communities plays an important role in maintaining the ecological balance of the urban environment, forming a system of public green spaces, and improving the quality of life of the population. At the same time, spatial planning practice often reveals inconsistencies between cadastral records, the provisions of urban planning documentation, and the actual use of territories, which complicates the adoption of well-grounded planning and management decisions.

Purpose. To substantiate an approach to planning the use of land designated for recreational purposes within an urban territorial community based on the coordination of cadastral data and the provisions of urban planning documentation.

Materials and methods. The study is based on data from the State Land Cadastre, materials of urban planning documentation, and open geospatial resources of the Lviv urban territorial community. The research employs methods of spatial and cartographic analysis of territories, comparative analysis of cadastral data and urban planning documentation, as well as generalization of the results of recreational land use.

Results. The study of recreational land use within the Lviv urban territorial community revealed discrepancies between the designated purpose of land parcels, functional zoning of territories, and their actual use. Using a land parcel located in the village of Hriada as an example, the study substantiates the need to establish it as an object of the State Land Cadastre by assigning the appropriate designated land use for the organization of public green areas and reflecting this functional status in urban planning documentation. The coordination of cadastral and urban planning characteristics ensures the clarity of the legal regime of the territory and creates the basis for its improvement and integration into the system of recreational areas of the community. On this basis, an approach to planning the use of recreational land within the structure of urban space is formulated.

Discussion. Further research should focus on a more in-depth examination of the coordination between the legal regime of recreational land and its functional designation within the spatial structure of urban territorial communities, particularly in cases where the actual use of territories is not fully reflected in the records of the State Land Cadastre or in urban planning documentation.
