PROGRAM-TARGET APPROACH TO NATURAL ASSET MANAGEMENT IN TERRITORIES PROMISING FOR BLUE TOURISM DEVELOPMENT IN UKRAINE

Abstract

Introduction. Extreme destruction of coastal ecosystems resulting from Russian aggression has caused direct infrastructural and financial damages to the hospitality industry, necessitating a profound transformation of economic and managerial processes. Consequently, there is an urgent need to rethink the role of natural capital at the level of critical community infrastructure that secures the health-improving and recreational functions of blue tourism in Ukraine.

Purpose. The purpose of the study is to substantiate and develop a program-target approach along with specific measures for managing the natural assets of Ukrainian territories and communities that hold promise for sustainable marine and coastal tourism under conditions of martial law and post-war revival.

Materials and methods. The research methodology is based on the principles of systemic and interdisciplinary analysis as a framework for enhancing the program-target approach, focusing on the factors that integrate natural assets into the comprehensive asset management of communities whose economies encompass tourism and related industries. The study employs methods of structural-functional, institutional, and valuation analysis, alongside the methodological provisions of documents from the Sustainable Blue Tourism Initiative, the European Ocean Pact, the PROBLUE fund, and other relevant frameworks.

Results. The study substantiates a system of program measures for natural asset management, which encompasses the processes of condition assessment and classification, the creation of corresponding digital registries, the estimation of environmental restoration costs, and a comprehensive valuation of non-market ecosystem benefits and the war-lost natural tourism potential of coastal destinations. Furthermore, a structural-logical framework illustrating the management stages and stakeholder interaction has been developed, explicitly defining their goals within the context of blue tourism development based on relevant natural assets.

Discussion. The implementation of program-target measures in the field of natural-specifically recreational-asset management will enable communities within the Ukrainian Black Sea region to establish climate-resilient models of sustainable blue tourism and optimize expenditures through the adoption of nature-based solutions.
