INSTITUTIONAL AND ECONOMIC DYSFUNCTIONS OF RESERVATION OF PERSONS LIABLE FOR MILITARY SERVICE AND DIRECTIONS OF ITS MODERNIZATION IN THE SYSTEM OF ECONOMIC SECURITY OF THE STATE

Abstract

Introduction. The functioning of the economy of Ukraine under martial law necessitates the simultaneous provision of the state's defense capability and economic security by maintaining the stability of critical infrastructure. Under these conditions, the reservation of persons liable for military service acquires the importance of not only an administrative procedure for mobilization accounting, but also an important tool for the economic security of the state. At the same time, the current reservation system is characterized by institutional inertia, a focus on personalized approval of employees and the lack of a methodology for assessing the criticality of positions, which creates risks of disruption of the continuity of the functioning of critical infrastructure enterprises.

Purpose. The article is aimed at identifying institutional and economic dysfunctions of reservation of conscripted enterprises of critical infrastructure of Ukraine and substantiating the directions of modernization of the reservation mechanism in the interests of ensuring the economic security of the state.

Materials and methods. The methodological basis of the study was the provisions of the theory of economic security, the concept of personnel sustainability and institutional analysis. The methods of system analysis, structural and functional approach, comparative analysis of regulatory legal acts, logical generalization and risk-oriented modeling were used in the work critical infrastructure, as well as the practice of the system of reservation of persons liable for military service in Ukraine.

Results. For the first time, the study systematizes the institutional dysfunctions of the current model of reservation of persons liable for military service by regulatory, functional, procedural, informational, organizational, economic and anti-corruption dimensions. The existence of a causal relationship between the shortcomings of the current reservation system and economic and security losses of critical infrastructure enterprises is proved. personified to a positional-functional approach. An integral index of personnel criticality of the position and a three-level system of prioritization of reservation have been developed, which allows formalizing the assessment of critical functions of the enterprise and ensuring the evidence of management decisions. The need for digital integration of military accounting systems, personnel administration and state registers to minimize the risks of fictitious personnel reservation is substantiated.

Prospects. Prospects for further research lie in the development of a methodology for determining critical positions of critical infrastructure enterprises, the creation of a digital model of positional reservation of persons liable for military service, as well as in the formation of risk-based mechanisms for assessing the personnel stability of enterprises in the system of economic security of the state. The results obtained can be used to improve the regulatory framework for mobilization reservation of labor resources and develop information systems for automated monitoring of personnel risks.
