Abstract

Introduction. The de-occupied and other war-affected territories of Ukraine are currently in a state of profound socio-economic disruption, manifested in the destruction of critical, production, and social infrastructure, the loss of human potential, the breakdown of logistics networks, and a sharp decline in investment attractiveness. Despite the availability of state and international support programs, systemic approaches to the further development of socio-economic infrastructure remain insufficiently elaborated, while existing solutions often fail to account for the specific nature of war-related destruction, the asymmetry of community needs, and the necessity of long-term resilience.

The problem is further aggravated by the fact that traditional models of territorial development planning do not correspond to the conditions of post-war transformation, where reconstruction must combine the rapid restoration of basic life-support functions with the formation of a new economic structure capable of ensuring both competitiveness and security of communities. At the same time, communities require clearly formulated offers-specific, scientifically grounded proposals for infrastructure modernization, optimization of management decisions, attraction of financing, and integration of modern recovery standards.

Thus, the scientific problem lies in the absence of a comprehensive toolkit and conceptual framework that would ensure the effective, phased, and sustainable development of socio-economic infrastructure in de-occupied territories of Ukraine, taking into account their actual needs, resource capacities, and the strategic priorities of the state.

Purpose. The aim of the article is the theoretical and practical substantiation of offers for the further development of socio-economic infrastructure in the de-occupied (war-affected) territories of Ukraine.

Materials and methods. The materials of the study include: (1) scientific works of domestic authors addressing the issues of further development of socio-economic infrastructure in the de-occupied (war-affected) territories of Ukraine; (2) the results of case study analysis related to the development of socio-economic infrastructure in de-occupied territories of Ukraine.

In the course of the research, the following scientific methods were applied: theoretical generalization (to systematize scientific approaches to the development of socio-economic infrastructure in de-occupied (war-affected) territories of Ukraine); systematization and visualization (to construct a conceptual framework for the development of socio-economic infrastructure in de-occupied territories of Ukraine); tabular and comparative methods (to compare case-based offers/proposals for the development of socio-economic infrastructure in de-occupied/war-affected territories); and logical generalization of results (for formulating conclusions).

Results. The article examines the theoretical foundations and applied aspects of forming offers for the further development of socio-economic infrastructure in the de-occupied and war-affected territories of Ukraine. It is substantiated that the recovery of such territories should be carried out on the basis of a systemic approach that integrates security, economic, social, and institutional components of development. Key challenges are identified, including the destruction of critical infrastructure, a high level of risks, limited financial resources, and demographic losses, which necessitate the use of specialized mechanisms of state and international support.

Modern scientific approaches to infrastructure recovery and investment attraction in post-war conditions are analyzed, with particular emphasis on the role of international financial organizations, donor programs, and public-private partnership mechanisms. It is proved that effective reconstruction should be implemented based on a conceptual framework for the development of socio-economic infrastructure in the de-occupied territories of Ukraine.

A set of offers for the development of socio-economic infrastructure is proposed, including the creation of regional investment platforms, the introduction of guarantee mechanisms to reduce investment risks, the development of critical, transport, and social infrastructure, as well as the stimulation of entrepreneurial activity at the local level.

Discussion. A scientific and methodological foundation has been developed for designing effective state policy for the recovery of de-occupied territories. It contributes to improving the effectiveness of managerial decision-making and can be applied in the formulation of post-war development strategies of Ukraine, taking into account current challenges and threats; however, this requires further in-depth research.
