STRATEGIC PROJECT MANAGEMENT FOR THE RECONSTRUCTION OF TERRITORIAL COMMUNITIES BASED ON THE CIRCULAR ECONOMY

Abstract

Introduction. The relevance of this study is driven by the urgent need for fundamentally new models for reconstructing territorial communities in Ukraine. Such models must address the consequences of large-scale destruction under conditions of severe resource constraints. Traditional linear project management approaches fail to ensure adequate environmental safety and economic sustainability; thus, the implementation of circular economy principles has become an essential strategy for post-war development.

Purpose. The article aims to theoretically substantiate and develop a conceptual model for the strategic management of territorial community reconstruction projects based on a circular economy. This approach involves transforming the project life cycle and establishing specialized institutional structures.

Materials and Methods. This study employs a comprehensive set of scientific methods: systems analysis to review the project life cycle phases (based on PMBOK), structural-functional modeling to develop the Circular Project Office framework, and tabular and graphical methods for visualizing the strategic choice matrix. The theoretical foundation comprises the works of leading scholars and the outcomes of the RECONSTRUCT project.

Results. The authors propose a transformational life-cycle model for reconstruction projects based on the "Building as a Material Bank" (BAMB) principle. The study substantiates the necessity of establishing a Circular Project Office (CPO) to coordinate a community's material, investment, and social flows. A strategic choice matrix has been developed to enable local governments to select the optimal recovery model (Circular Hub, Inter-Community Symbiosis, or Adaptive Reuse) based on the extent of damage and local resource potential. The role of AI and blockchain technologies is identified as a key factor in ensuring transparency and efficiency in reconstruction. Practical testing of these approaches was conducted through scenario modeling and the development of pilot cases for territorial communities with varying levels of destruction and resource availability.

Discussion. Further studies will focus on adapting national legislation to circular construction requirements, developing a methodology for assessing the "R-index" for municipal facilities, and integrating "digital twin" technologies into the asset management systems of territorial communities.
