TOOLS FOR THE DEVELOPMENT OF ALTERNATIVE FORMS OF EMPLOYMENT IN THE CONTEXT OF THE DIGITAL TRANSFORMATION OF THE LABOR MARKET OF THE CARPATHIAN REGION OF UKRAINE

Abstract

Introduction. Digital transformation of the economy and the labor market is shaping new approaches to employment organization, particularly in regions characterized by pronounced structural disparities and high levels of labor migration. Under conditions of wartime challenges, seasonal employment, and insufficient infrastructure modernization, the Carpathian region of Ukraine requires the implementation of innovative mechanisms to support the economic activity of the population. The article examines the role of alternative forms of employment emerging under the influence of digitalization and analyzes institutional instruments for stimulating innovative development, including science and technology parks, innovation clusters, special economic zones, and digital innovation hubs. Particular attention is paid to the European experience in supporting the digital transformation of small and medium-sized enterprises and the integration of regional economies into the global digital space.

Purpose. The aim of the study is to identify effective instruments for the development of alternative forms of employment under the conditions of digital transformation of the labor market in the Carpathian region of Ukraine. The main focus is placed on analyzing the role of innovation infrastructure, digital ecosystems, and support mechanisms for small and medium-sized enterprises as factors contributing to the creation of highly skilled jobs and the preservation of human capital.

Materials and Methods. The informational basis of the article includes scientific works of Ukrainian and foreign researchers, statistical data of the State Statistics Service of Ukraine, analytical materials of international organizations, as well as documents of the European Union in the field of digital transformation and innovative development. Particular attention is devoted to the analysis of international experience in the functioning of science parks, special economic zones, and European Digital Innovation Hubs.

Results. It has been established that digitalization creates prerequisites for the active development of alternative forms of employment, including remote work, freelancing, platform employment, and self-employment. It has been proven that science parks, innovation clusters, and digital innovation hubs serve as important instruments for supporting innovative entrepreneurship, technology commercialization, and the creation of high-tech jobs. It has been determined that Ukraine’s integration into the European digital space and the implementation of European Digital Innovation Hub models will contribute to increasing the digital maturity of enterprises, the development of the knowledge economy, and the competitiveness of the Carpathian region.

Discussion. Prospects for further research lie in the development of practical mechanisms for adapting European models of digital innovation ecosystems to the conditions of regional development in Ukraine. Important areas include the formation of effective state policy to support the population’s digital skills, the development of broadband Internet access, the stimulation of cluster initiatives, and the creation of favorable conditions for innovative entrepreneurship. The implementation of such measures will contribute to strengthening the economic resilience of the Carpathian region and fostering the formation of a competitive digital economy in Ukraine.
