INTERNATIONALISATION OF HIGHER EDUCATION AS AN OBJECT OF PUBLIC ADMINISTRATION

Abstract

The article examines the internationalisation of higher education as an object of public administration. It is substantiated that, under modern conditions, internationalisation is no longer limited to academic mobility or the international positioning of higher education institutions, but becomes a complex direction of state educational policy. The managerial content of internationalisation includes regulatory support, institutional coordination, financial support, information and communication instruments, quality assurance mechanisms, academic mobility, participation in international educational and research programmes, and the creation of conditions for Ukraine’s integration into the European Higher Education Area. It is argued that under security challenges, the internationalisation of higher education performs not only an integration function but also stabilising, reputational, resource-related and security-related functions. The article proposes to consider the internationalisation of higher education as a multilevel object of public administration formed at strategic, institutional and operational levels and requiring a systematic combination of legal, organisational, financial, information and monitoring mechanisms.

Introduction. The internationalisation of higher education is one of the key directions of modernising national education systems, as it ensures openness, competitiveness, academic cooperation and integration into the global educational and research area. For Ukraine, this issue has become particularly relevant in the context of European integration, martial law, demographic changes, migration processes and the need to preserve academic potential.

Purpose. The purpose of the article is to theoretically substantiate the internationalisation of higher education as an object of public administration and to identify its main managerial characteristics under security challenges.

Materials and Methods. The study is based on Ukrainian legislative and strategic documents in the field of higher education, documents of the European Higher Education Area, and scientific publications on internationalisation and public administration. The methodological framework includes systemic, institutional, structural-functional, comparative and logical generalisation methods.

Results. The content of the internationalisation of higher education as an object of public administration is clarified. Its main managerial features, functions, levels of implementation and mechanisms of state influence are identified. An approach is proposed to consider internationalisation as a systemic process combining state policy, institutional capacity of higher education institutions, international partnership and security resilience.

Discussion. Further research should focus on developing a conceptual model of public administration of the internationalisation of higher education in Ukraine under security challenges, defining indicators of its effectiveness and substantiating adaptive mechanisms for managing the international activities of higher education institutions.
