DEVELOPMENT OF THE LOCAL SELF-GOVERNMENT SYSTEM IN NORTHERN EUROPEAN COUNTRIES: PROBLEMS AND PROSPECTS

Abstract

Introduction. Local self-government is one of the fundamental institutions of a democratic state, ensuring the implementation of the principle of popular sovereignty, bringing public authority closer to citizens, and enabling the effective resolution of issues of local significance. In contemporary conditions characterized by the growing role of regions, decentralization of power, and increasing demands for the quality of public services, the development of local self-government has gained particular relevance. The countries of Northern Europe (Sweden, Finland, Norway, Denmark, and Iceland) are traditionally regarded as some of the most successful examples of building effective systems of local self-government. Their models are characterized by a high level of municipal autonomy, significant fiscal independence, a clear division of powers between levels of government, and active citizen participation in local governance. These factors have contributed to a high level of socio-economic development and public trust in governmental institutions. The relevance of this study is determined by the need for a comprehensive analysis of the historical preconditions, institutional foundations, and contemporary trends in the development of local self-government in the countries of Northern Europe, as well as for identifying the key challenges and prospects of its further evolution. Such an analysis is particularly important in the context of reforming the local self-government system in Ukraine and adapting best European practices.

Purpose. The purpose of the study is to conduct a comprehensive analysis of the development of local self-government systems in the countries of Northern Europe, to identify the main problems of their functioning, and to determine prospects for further development, taking into account the possibilities of applying this experience in other countries.

To achieve this purpose, the article addresses the following objectives:

  • to analyze the historical preconditions for the formation of local self-government in the countries of Northern Europe;
  • to characterize the main principles and institutional models of local government organization;
  • to identify the functional features of municipal activities;
  • to outline the key challenges of the current stage of development;
  • to formulate prospects for further improvement of the local self-government system.

Materials and Methods. The empirical basis of the study consists of scholarly works by domestic and foreign researchers, analytical reports of international organizations (in particular, the Council of Europe, the OECD, and the Nordic Council), regulatory and legal acts and constitutional provisions of the countries of Northern Europe, official publications of state and local authorities, as well as statistical and reference materials. The integrated application of these methods ensured the scientific validity of the conclusions and the reliability of the research results.

The methodological framework of the study is based on a combination of general scientific and special research methods that provide a comprehensive and interdisciplinary analysis of the development of local self-government systems in the countries of Northern Europe, including:

  • the dialectical method, which made it possible to consider local self-government as a dynamic phenomenon undergoing continuous development under the influence of socio-economic, political, and legal factors;
  • the historical method, which allowed tracing the stages of formation and evolution of local self-government institutions in Sweden, Denmark, Norway, Finland, and Iceland, and identifying the historical preconditions of contemporary models of decentralization and municipal autonomy;
  • the comparative legal method, applied to compare constitutional and legal foundations, organizational structures, and functional powers of local self-government bodies in individual Northern European countries, which enabled the identification of common features and national specificities of their development;
  • systemic and structural-functional methods, which made it possible to examine local self-government as an integrated multilevel system whose elements interact with each other and with central government authorities; these approaches were used to analyze the distribution of powers, financial mechanisms, and institutional interactions between municipal and regional levels of governance;
  • the methods of analysis and synthesis, used to generalize theoretical provisions and empirical data, as well as the formal legal method for interpreting national legislation and international legal documents in the field of local self-government;
  • the statistical method, employed to analyze indicators of municipal financial capacity, demographic trends, and levels of citizen participation in local governance.

 Results. The study established that the system of local self-government in the countries of Northern Europe is based on a combination of a high level of municipal autonomy and effective mechanisms of state control, coordination, and fiscal equalization. This model ensures a balance between the independence of local authorities and the coherence of public policy at the national level. It has been proven that historical traditions of self-government, enshrined in the constitutions and basic laws of Sweden, Denmark, Norway, Finland, and Iceland, have formed the foundation for stable and legitimate local government institutions. Constitutional guarantees contribute to a high level of public trust in municipalities and ensure the predictability of local self-government development. The research demonstrates that the transfer of a significant share of social and public functions to the local level—particularly in the fields of education, healthcare, social welfare, and spatial planning—ensures more efficient, targeted, and needs-oriented provision of public services. Municipalities are able to respond flexibly to local community needs, which positively affects the quality of managerial decisions. At the same time, the study reveals that contemporary socio-economic challenges related to population aging, internal migration, declining populations in rural and remote areas, and increasing budgetary pressures create additional strain on the financial capacity of municipalities. In this context, mechanisms of inter-municipal cooperation, state financial support, and systems of horizontal and vertical fiscal equalization become particularly important. The study also shows that the digital transformation of local governance is gradually becoming a significant factor in enhancing the effectiveness of local self-government bodies. The introduction of electronic services, digital citizen participation platforms, and elements of smart governance contributes to greater transparency, accountability, and public engagement in decision-making processes.

Perspectives. Promising areas for further research include an in-depth analysis of the impact of digitalization and e-governance on the effectiveness and accountability of local self-government bodies in the countries of Northern Europe. Special attention should be paid to studying practices of using digital tools to enhance citizen participation in local governance and to develop inclusive decision-making models. Another important research direction is the analysis of inter-municipal cooperation as a tool for strengthening the institutional and financial capacity of small and medium-sized communities, particularly in the context of demographic decline and territorial dispersion. It is also advisable to examine the effectiveness of different models of municipal amalgamation and their impact on the quality of public service provision. A comparative analysis of the possibilities for adapting certain elements of the Nordic model of local self-government to the conditions of other countries, particularly Ukraine, taking into account national legal systems, administrative-territorial structures, and levels of socio-economic development, is also promising. Such research may serve as a basis for improving national decentralization policies and developing resilient local self-government systems.
