Abstract

Introduction. The article is devoted to a comprehensive analysis of the problems of interaction among public authorities in Latin American countries in the context of contemporary transformations of public administration systems. The relevance of the study is determined by the increasing complexity of socio-economic processes, the growing intensity of regional inequality, and the need to ensure coherence in decision-making within multilevel governance systems. The paper emphasizes that effective coordination between state authorities and local self-government bodies is a critically important condition for the implementation of public policy, the provision of public services, and the sustainable development of territories. It is substantiated that the contemporary model of public administration in Latin American countries is characterized by a number of systemic problems, among which the key ones are imbalances in the distribution of powers between levels of government, institutional weakness of subnational authorities, and limited financial autonomy of regions and municipalities. Formally proclaimed decentralization processes are often accompanied by the actual centralization of budgetary resources and strategic decision-making, which leads to a gap between responsibilities and the real capacities of local authorities. This situation complicates the adaptation of public policy to local needs and reduces the effectiveness of governance at the local level. Special attention is paid to the problems of coordinating vertical and horizontal linkages within the public administration system. Vertical interaction between central, regional, and local authorities is often characterized by unclear delineation of competencies, duplication of functions, and conflicts of authority. At the same time, the insufficient development of horizontal cooperation among authorities at the same level, as well as among municipalities, limits opportunities for the implementation of joint projects, intensifies the fragmentation of managerial decisions, and deepens regional polarization. The article also analyzes the impact of historical, political, and social factors on the formation of these problems. Colonial heritage, prolonged periods of authoritarian rule, and the inconsistency of democratic reforms have significantly influenced the institutional architecture of public administration, contributing to the reproduction of centralized power models and weak mechanisms of intergovernmental interaction. Social inequality, territorial disparities, and political instability further complicate coordination processes and increase the risks of governance conflicts. The theoretical and methodological framework of the study is based on the concepts of multilevel governance, institutionalism, and decentralization theory, which make it possible to identify the structural constraints of the existing system of intergovernmental relations and to determine directions for its improvement. The conclusions substantiate the need for a comprehensive approach to overcoming the identified problems, which includes strengthening the institutional and financial capacity of subnational authorities, developing mechanisms of horizontal coordination, improving the regulatory and legal framework governing interaction among public authorities, and enhancing the involvement of civil society in public policy formulation and implementation. The implementation of these measures is considered an important condition for improving the effectiveness of public administration, reducing regional disparities, and ensuring the sustainable development of Latin American countries. Purpose. The purpose of the study is to conduct a comprehensive analysis of the interaction among public authorities in Latin American countries, taking into account historical, political, socio-economic, and institutional factors, as well as to identify the main challenges and development prospects of public administration systems at the regional and local levels. Materials and Methods. The study employs a comprehensive methodological approach that combines general scientific and specialized methods of analysis aimed at an in-depth examination of the problems of interaction among public authorities in Latin American countries. This approach made it possible to cover both the theoretical foundations of intergovernmental relations and the specific features of their practical implementation under different models of state organization. The empirical and theoretical basis of the study consists of scholarly works by domestic and foreign researchers, including monographs, articles in peer-reviewed academic journals, analytical reports, and publications of international organizations (the World Bank, the Inter-American Development Bank, the United Nations Economic Commission for Latin America and the Caribbean, etc.). The analysis of scientific sources was used to generalize existing theoretical approaches to the study of multilevel governance, decentralization, and intergovernmental relations, as well as to identify key debates and research gaps in the field of public administration in the region. Research methods include: – comparative method, which was used to compare models of intergovernmental relations in federal and unitary states of Latin America. This made it possible to identify common features and differences in the distribution of powers, financial resources, and responsibilities across levels of government. Within this method, examples from Brazil, Argentina, and Mexico (federal states), as well as Chile, Peru, Colombia, and other unitary states of the region were analyzed, allowing for an assessment of the impact of the type of state structure on the effectiveness of vertical and horizontal coordination; – documentary analysis, which was applied to the study of constitutional provisions, laws on local self-government, budgetary and financial legislation, and subordinate legal acts regulating the interaction of public authorities. This made it possible to assess the degree of formalization of powers at different levels of governance, identify legal contradictions and gaps, and determine the consistency of legal regulation with the declared principles of decentralization and subsidiarity; – systemic method, which was used to examine public administration as an integrated multilevel system in which interaction among central, regional, and local authorities occurs through a set of institutional, financial, and managerial mechanisms. Within this approach, practices of financial and administrative decentralization were generalized, and their impact on the effectiveness of public policy implementation, the level of autonomy of subnational authorities, and the quality of public service delivery was assessed. The combined application of these methods made it possible to comprehensively evaluate the effectiveness of interaction mechanisms among public authorities at different levels in Latin American countries, identify key problems of intergovernmental relations, and determine the main trends and prospective directions for the development of public administration systems in the region. Results. The study demonstrated that interaction among public authorities in Latin American countries represents a complex multilevel process, the formation and functioning of which are determined by a combination of historical, political, socioeconomic, and institutional factors. The analysis established that the nature of intergovernmental relations in the region is largely shaped by the type of state structure, the specifics of constitutional regulation, the level of financial autonomy of subnational authorities, and the degree of development of coordination mechanisms among different levels of governance. The study revealed that in federal states of Latin America, including Brazil, Argentina, and Venezuela, constitutional delineation of powers among federal, regional, and local levels formally creates prerequisites for autonomous governance at the subnational level. However, fiscal and budgetary mechanisms — particularly the centralization of tax revenues and the dependence of regions on intergovernmental transfers — often lead to increased asymmetry between levels of governance. This limits the real capacity of regional and local authorities to independently define development priorities and implement public policy. In unitary states of the region, such as Chile, Peru, and Colombia, a gradual evolution of public administration models from highly centralized systems toward more flexible forms of intergovernmental interaction has been identified. The introduction of elements of administrative and financial decentralization, the development of the regional level of governance, and the expansion of municipal powers contribute to greater adaptability of public policy to local needs. However, these processes are often fragmented and accompanied by the preservation of the dominant role of central authorities in strategic planning and resource allocation. The results of the analysis confirmed that formal decentralization without adequate financial, human, and institutional support does not ensure effective interaction among public authorities. Insufficient capacity of subnational governance bodies, limited access to financial resources, and unclear coordination mechanisms lead to duplication of functions, conflicts of competence, and a decline in the quality of public services. Consequently, decentralization reforms without a comprehensive institutional foundation have a limited practical effect. The study also identified key factors contributing to improved effectiveness of public administration and intergovernmental relations in Latin American countries. These include the combination of legal autonomy of subnational levels with effective mechanisms of vertical and horizontal coordination; the development of inter-municipal cooperation as a tool for addressing socio-economic challenges jointly; active involvement of local communities in decisionmaking processes; and the implementation of digital governance systems and electronic platforms for citizen participation. The application of these instruments enhances transparency, accountability, and coherence of government actions, which are essential conditions for the effective functioning of a multilevel public administration system. The obtained results allow for the conclusion that improving the effectiveness of interaction among public authorities in Latin American countries is possible only through a comprehensive combination of legal, institutional, financial, and managerial reforms aimed at strengthening coordination among levels of government and taking into account the specific features of regional development. Perspectives. The further development of public administration systems in Latin American countries largely depends on the ability of state institutions to overcome existing structural and institutional constraints in the field of intergovernmental relations. One of the key prospective directions is the improvement of the regulatory and legal framework governing interaction among levels of government, which requires a clear delineation of powers, responsibilities, and coordination mechanisms between central, regional, and local authorities. An important task in this context is the harmonization of legislative acts, elimination of legal inconsistencies, and ensuring the stability of the legal framework for the functioning of public administration systems. A significant factor in improving the effectiveness of public administration is strengthening the institutional capacity of regional and local authorities. This includes the development of professional human resources, improvement of administrative procedures, and the introduction of modern methods of strategic planning and monitoring of public policy implementation. Expanding the administrative autonomy of subnational levels should be accompanied by increased responsibility for performance outcomes and the quality of public service delivery. Prospects for further reforms are closely linked to deepening financial decentralization and enhancing the transparency of budgetary processes. Expanding the own-revenue base of regions and municipalities, improving intergovernmental transfer mechanisms, and introducing clear criteria for fiscal equalization will contribute to reducing territorial disparities and improving the efficiency of public resource use. At the same time, the development of budget transparency and accountability instruments is a crucial condition for strengthening public trust in authorities and reducing corruption risks. An important prospective direction is the activation of horizontal interaction among municipalities and regions, particularly through the development of inter-municipal cooperation, the establishment of joints joint institutions, and the implementation of interregional projects in infrastructure, environmental protection, social development, and economic integration. Such forms of cooperation make it possible to compensate for limited resources of individual territories, enhance the effectiveness of managerial decisions, and promote comprehensive regional development. A special role in shaping future development prospects of public administration is played by the expansion of mechanisms for civil society participation in decision-making and public policy implementation. The use of participatory governance instruments, public consultations, and civic oversight enhances the legitimacy of managerial decisions and ensures better consideration of local needs. In this context, digital transformation of public administration — particularly the development of e-services, open data platforms, and digital communication channels between authorities and citizens — acquires particular importance, creating additional opportunities for transparency, coordination, and effective interaction among all levels of governance. The implementation of these prospective directions will contribute to the formation of a more balanced and effective system of intergovernmental relations in Latin American countries, reduction of regional disparities, and the creation of institutional prerequisites for sustainable socio-economic development of territories.
