TRANSFORMATION OF THE ORGANIZATIONAL AND FUNCTIONAL MECHANISM OF GOVERNANCE OF TERRITORIAL COMMUNITIES UNDER MARTIAL LAW

Abstract

Introduction. The article comprehensively examines the transformation of the organizational and functional mechanism of governance of territorial communities in Ukraine under martial law as a response to unprecedented security, socio-economic, and humanitarian challenges. The relevance of the study is determined by the need to ensure continuity of public services, resilience of critical infrastructure, and effective coordination with military administrations, volunteer networks, and international partners. Purpose. The aim is to substantiate the conceptual foundations for the transition from traditional linear-functional management models to adaptive, network-based, and matrix structures, to identify tools for enhancing community resilience, and to develop practical recommendations for both wartime governance and post-war recovery. Materials and Methods. The research applies systemic and structural-functional approaches, comparative and institutional analysis, generalization of local self-government practices, analysis of regulatory and legal frameworks, as well as elements of modeling to construct a structural and logical model of transformation. Results. Key directions for modernization of the governance mechanism are identified, including decentralized coordination, flexible redistribution of powers, integration of digital services, application of geographic information systems for resource and risk management, development of crisis communications, and municipal fundraising. A structural and logical model is proposed, combining adaptive planning, risk management, cross-sectoral partnership, and digital transformation as a foundation for strengthening community capacity and resilience. Prospects. Further research should focus on empirical verification of the proposed model, development of indicators for assessing community adaptability, and formulation of anti-crisis governance standards to support sustainable post-war recovery.
