STRATEGIC FRAMEWORK FOR PUBLIC ADMINISTRATION MODERNIZATION FOR STRENGTHENING THE STATE’S ECONOMIC SECURITY UNDER MILITARY INFLUENCE

Abstract

Introduction. The full-scale armed aggression against Ukraine has radically transformed and significantly complicated the operational and developmental environment of the public administration system. This situation necessitates a reprioritization of its functions and advancement, ensuring adaptability to prolonged military influence while simultaneously accelerating Ukraine’s European integration trajectory. Such circumstances underscore the imperative for modernization to address military-related challenges. However, in the current context, the modernization of the public administration system transcends traditional administrative reforms, emerging as a pivotal mechanism for ensuring the state’s economic resilience. Particular significance is attached to the capacity of public authorities to safeguard national economic security, maintain the stability of socio-economic processes, and ensure the effective implementation of state policy. Successful modernization of the public administration system amidst enduring wartime impact requires a revision of strategic governance frameworks, the adaptation of management mechanisms to crisis conditions, and the enhancement of coordination between various levels of government. Purpose. The study aims to identify and substantiate the strategic frameworks for modernizing the public administration sector to enhance national economic security under the conditions of military influence. Materials and methods. The research materials include: 1) legal and regulatory acts of Ukraine in the field of public administration and economic security; 2) scientific publications by national and foreign researchers focusing on public governance during crises and military threats; 3) analytical reports from the European Commission concerning Ukraine (Ukraine 2025 Report) and the Organization for Economic Co-operation and Development (OECD) regarding public administration in Ukraine. The research process includes general scientific and specialized cognitive methods, such as analysis and synthesis, comparative methods, generalization, logical-structural modeling, as well as systemic and structural-functional approaches. Results. The article substantiates the necessity of transitioning from fragmented and situational managerial decisions to a systemic modernization of public administration based on a strategic approach oriented towards enhancing institutional capacity, adaptability, and the resilience of administrative processes. The study defines the conceptual foundations for establishing a strategic framework for public administration modernization that integrates security, economic, and governance dimensions while accounting for the conditions of prolonged military influence and the prospects of post-war recovery. The research justifies priority areas for modernizing public administration, including the development of human capital, the refinement of regulatory and institutional frameworks, the expanded use of digital technologies in decision-making processes, and the advancement of transparency in governmental activities. It is demonstrated that the identified strategic principles form a conceptual basis for modernizing public administration as a tool for ensuring economic security in both wartime and postwar periods. Their practical implementation will contribute to increasing the institutional capacity of the public administration system, enhancing coordination efficiency, developing modern human resource potential, integrating digital technologies into the public administration system, and strengthening public trust in authorities. Discussion. The prospects for further research involve expanding and deepening the analysis of public administration tools under martial law, as well as the formulation and implementation of practical mechanisms designed to develop and refine the processes of comprehensive modernization of the public administration system for ensuring national economic security, considering European integration requirements and post-war recovery priorities.
