DETERMINATION OF FACTORS, DEVELOPMENT OF INDICATORS AND CRITERIA OF THE EFFICIENCY OF INSTITUTIONAL MECHANISMS OF THE FUNCTIONING OF SECURITY FORCES IN THE SYSTEM OF STATE MANAGEMENT OF NATIONAL SECURITY PROVISION

Abstract

Introduction. The article analyzes the unique dual military-law enforcement nature of the security forces, and in particular the National Guard of Ukraine, their constantly evolving functions, and the complex threats to national security that Ukraine faces, including hybrid warfare and armed aggression. Drawing on the theoretical foundations of security sector reform and a comparative analysis of international gendarmerie models (e.g., the French Gendarmerie, the Italian Carabinieri, the Spanish Civil Guard), the study proposes a set of measurable performance indicators across operational, institutional, and social dimensions. Particular attention is paid to the crucial role of legitimacy, democratic oversight, and adaptability in ensuring long-term effectiveness.

Purpose. The objective of the study is to propose a comprehensive framework for assessing the effectiveness of institutional mechanisms for the functioning of security forces in performing their functions to ensure national security.

Materials and methods. The materials of the study are: 1) regulatory and legal support for the state response to threats to national security; 2) works of domestic and foreign authors conducting their scientific and practical research in the field of domestic political security, in particular on the effectiveness of institutional mechanisms for the functioning of security forces in the system of public administration.

In the process of conducting the research, the following scientific methods were used: theoretical generalization and grouping (to characterize the set of measured performance indicators in operational, institutional and social dimensions); formalization, analysis and synthesis (to develop recommendations for increasing the capabilities of security forces in the field of ensuring national security); logical generalization of results (formulation of conclusions).

Results. The scientific article provides a description of the existing models for assessing the effectiveness and accountability of security forces: security sector reform assessment systems. Practical recommendations are provided for increasing the capabilities of security forces in the field of ensuring national security. It is concluded that the future effectiveness of institutional mechanisms for the functioning of security forces in the system of state management of national security will depend on the ability of security forces to harmoniously combine military power with deep respect for human rights and the rule of law, adapt to changing challenges and use the best international experience.

Discussion. In the following articles, the authors plan to investigate how exactly the factors, indicators and assessment criteria will most likely allow organizing the functioning of security forces in such a way as to minimize the impact of external and internal threats on the state of protection of state sovereignty, territorial integrity, democratic constitutional order and other national interests of Ukraine.
